Haryana’s Rooftop Solar Drive Slowed by Loan and Documentation Bottlenecks.
Haryana’s push to scale up rooftop solar under the Pradhanmantri Surya Ghar Muft Bijli Yojana has made significant progress, but is being slowed by loan and paperwork challenges. The state has issued 81,735 rooftop solar connections so far. Of these, Dakshin Haryana Bijli Vitran Nigam has released 36,130 connections against a target of 1.22 lakh, while Uttar Haryana Bijli Vitran Nigam has issued 45,605 connections out of a target of one lakh. During a review meeting, special energy secretary and DISCOM managing director Vikram Singh flagged difficulties in securing loans for 2–3 kW systems due to CIBIL score norms and lengthy documentation, along with delays for larger systems. Banks have been asked to simplify ownership checks, cut paperwork and fast-track sanctions. DISCOMs were directed to clear pending applications, ensure quality installations and strengthen coordination through monthly reviews. The state is also planning to solarise all government buildings and institutions by 2026–27 to reduce costs and accelerate decentralised clean energy adoption.
