Centre Notifies Revised TOD Rules, Unlocks High-Density Housing Along Delhi Metro Corridors.
The Centre has notified revised Transit-Oriented Development (TOD) regulations under the Master Plan of Delhi 2021 to promote high-density, mixed-use development near mass transit networks. The new policy will cover nearly 207 sq km within a 500-metre influence zone of metro corridors and major transit nodes such as RRTS and railway stations across Delhi. For the first time, around 80 sq km of land—including land-pooling areas, low-density residential zones, and unauthorised colonies—has been brought under TOD. Developers can now avail a FAR of up to 500 on plots of 2,000 sq m and above, with 65% mandatory residential use focused on smaller, affordable housing units. The policy shifts from a node-based to a corridor-based approach and introduces a single-window clearance system under the Delhi Development Authority. Union Minister Manohar Lal and Delhi CM Rekha Gupta said the move will improve connectivity, land-use efficiency, and housing access for middle- and low-income families.
