New framework aims to unlock 15.7 GW of stranded transmission capacity and accelerate renewable energy projects.

CERC Offers Renewable Energy Developers One-Time Exit for Unused Grid Connectivity.

The Central Electricity Regulatory Commission (CERC) has introduced a one-time framework allowing renewable energy developers to surrender, transfer, or retain unused interstate transmission connectivity to free up stranded grid capacity. The initiative is expected to release 15.7 GW of transmission connectivity currently blocked by projects that have not secured power purchase agreements (PPAs) or achieved financial closure. Developers can surrender connectivity for reallocation, transfer it to another project within the same corporate group, or retain it by furnishing a performance bank guarantee of ₹8 lakh per MW and commissioning the project within 24 months. The regulator noted that many renewable energy projects awarded between 2019 and 2025 remain without offtake arrangements, preventing efficient utilisation of transmission infrastructure. Industry experts believe the move will improve grid availability for ready-to-commission projects, reduce transmission bottlenecks, and support faster growth of India's renewable energy sector while providing developers with greater operational flexibility.
