RERC Opens Solar Access for All with Virtual and Group Net Metering Rules

In a landmark move, the Rajasthan Electricity Regulatory Commission (RERC) has introduced new rules enabling consumers to access solar energy without installing rooftop panels. The framework, featuring Virtual Net Metering (VNM) and Group Net Metering (GNM), allows individuals, housing societies, and institutions to share solar power generated at a single site within the same discom area. This flexibility lets users source renewable energy from balconies, elevated structures, land, or even water bodies. The regulations also simplify approvals — domestic users with up to 10 KW systems no longer need technical feasibility checks. Additionally, power generated under these schemes is exempt from wheeling, banking, and cross-subsidy surcharges, encouraging wider adoption. The third amendment to the Distributed Renewable Energy Regulations, 2025, marks a bold step toward decentralised, consumer-driven clean energy in Rajasthan.
