CERC Gives Renewable Energy Developers More Time for Delayed Projects.
More time to progress, but delays will come with a cost.
The Central Electricity Regulatory Commission (CERC) has introduced revised rules offering renewable energy developers limited extensions to meet key project milestones under the General Network Access (GNA) framework. Developers facing delays in land acquisition, financial closure or commercial operation can now seek additional time, provided they demonstrate sufficient progress and pay escalating daily charges. For land acquisition, up to three months of extension is available if documents covering at least 20% of the required land are in place. Charges start at ₹1,000/MW/day and rise to ₹1,200/MW/day by the third month. Failure to meet the milestone within this period can lead to connectivity being revoked. Financial closure may receive an extension of up to six months, subject to the same 20% land-documentation requirement, with charges increasing progressively up to ₹1,300/MW/day. The revised framework aims to protect developers from losing valuable project investments due to genuine delays while preventing transmission connectivity from remaining blocked by stalled projects.
