UP Govt to Scrap Ground Coverage Caps, Revamp Noida-Greater Noida Building Bylaws.
The Uttar Pradesh government is set to overhaul building bylaws for Noida, Greater Noida, and YEIDA by scrapping ground coverage caps and raising the floor area ratio (FAR) to boost investment and simplify construction. The proposed common bylaws aim to unify rules across industrial authorities, ending confusion caused by differing regulations. Developers will now be able to use land more efficiently, covering all areas left after setbacks, parking, and open space requirements. FAR norms will be liberalised—industry allowed 2.5–3, group housing 3.5, institutional 1.2–3, and commercial 1.5–4—encouraging vertical growth and high-density projects. Setback rules have also been eased to 3–9 metres, freeing buildable space. Parking standards have been rationalised, and landscaping requirements reduced to 5–10%, with a focus on tree planting. Height restrictions, except near airports or heritage zones, have been removed. Officials say the changes will streamline approvals, cut costs, and attract greater investment into NCR’s real estate and industrial hubs.
