Hemmed in by limited land, Mumbai’s slums are expanding vertically, giving rise to illegal multi-storey “slum skyscrapers” across Govandi, Kurla and Bandra East. Traditional ground-plus-one shanties are being replaced by four-to-seven-storey structures, openly violating the 14-foot height limit. Civic activists warn that enforcement by the Brihanmumbai Municipal Corporation remains inconsistent, allowing construction to resume after brief crackdowns. Beyond safety and legality, planners highlight a deeper crisis: infrastructure overload. Water supply calculations assume five people per family, but vertical expansion drastically increases population density, overwhelming ageing water and sewage lines. Activists caution that with Mumbai already facing water shortages, the burden could trigger system failures. Guardian Minister Ashish Shelar has acknowledged the issue, promising action as slums are mapped. Meanwhile, critics say the Slum Rehabilitation Authority has failed to prevent beneficiaries from returning to slums, fuelling unchecked vertical growth that threatens the city’s basic services.
