BDA Unveils SOP for Land Parcel Reconstitution in Bhubaneswar.

The Bhubaneswar Development Authority (BDA) has released a draft Standard Operating Procedure (SOP) for land parcel reconstitution under Town Planning Schemes 42 to 45 in Zone IV. The move aims to create a transparent, fair and uniform framework for redistributing land while maximising benefits for landowners. Under the proposed SOP, landowners can voluntarily amalgamate plots within the same mouza, receiving 60% of the combined land area after a standard 40% deduction for infrastructure and planning needs. Amalgamation becomes mandatory when a single owner holds multiple plots under different khata numbers within the same mouza. The SOP applies to areas including parts of Bijipur, Kasipur, Bhagabanpur, Balispada and Patrapada villages. It allows merging of smaller plots, joint applications by multiple owners, and allotment along wider roads where feasible. BDA has invited public feedback within seven days, reinforcing its commitment to participatory and sustainable urban development.
