Maharashtra Proposes DCPR Amendments to Boost MHADA Redevelopment Projects.
The Maharashtra government has proposed key amendments to the Development Control and Promotion Regulations (DCPR) 2034 for Greater Mumbai, aiming to make MHADA redevelopment projects more viable and attractive for developers. The proposed changes extend the benefit of free fungible construction areas beyond existing built-up spaces to include rehabilitation areas, easing the rehousing process for tenants. Additionally, the amendments to Regulation 33(5) will allow the extra 3.00 FSI to be calculated on the total rehabilitation entitlement instead of the existing area, improving the financial feasibility of such projects. These reforms are expected to rejuvenate stalled and ageing MHADA layouts, ensuring smoother tenant rehabilitation and balanced redevelopment economics. The Urban Development Department has invited objections and suggestions from the public within one month under Section 37(1AA) of the MRTP Act, 1966, marking a major step toward revitalising Mumbai’s housing infrastructure.
