MahaRERA SOP Fails to Speed Up Recovery Warrants, Homebuyers Still Waiting

Homebuyers in Pune continue to face long delays in receiving compensation from defaulting developers, even two months after the Maharashtra Real Estate Regulatory Authority (MahaRERA) issued a standard operating procedure (SOP) to fast-track recovery warrant execution. Despite clear timelines, warrants remain stalled at the execution stage with district revenue authorities. Among those affected are senior citizens like 80-year-old Arun Seth, who has waited years despite recovery orders being issued. Homebuyers allege that administrative backlogs and a lack of priority have rendered MahaRERA orders ineffective. The issue has drawn wider attention after observations by the Supreme Court of India questioning whether RERA authorities are adequately enforcing their own directives. While MahaRERA has cited the responsibility of district collectors, activists say intent has not translated into action. Following directions from the Bombay High Court, the SOP outlines escalation steps, including possible civil imprisonment for wilful defaulters. However, housing activists warn that without strict implementation, homebuyers will remain stuck in procedural limbo.
