Haryana to Resume Stilt-Plus-Four Construction Outside Gurugram.
The Haryana government is set to resume permission for “stilt-plus-four” floor constructions across most districts, after a court clarified that the recent ban applies only to Gurugram. The relief follows an order by the Punjab and Haryana High Court, which stated that the interim stay issued on April 2 was based on infrastructure stress and encroachment issues specific to Gurugram. On April 27, a bench headed by Chief Justice Sheel Nagu observed that other districts are not affected by the same constraints and therefore remain eligible under the high-density residential policy. Senior officials from the town and country planning department said a final decision will be taken once the certified court order is received. Under the proposed 2024 building code, stilt-plus-four structures will require no-objection certificates from immediate neighbours and plots facing roads at least 10 metres wide. Despite concerns over infrastructure capacity, the state plans to implement the policy in urban estates and private colonies outside Gurugram.
