One of India’s longest-running port-sector disputes is close to resolution as Jawaharlal Nehru Port Authority and Gateway Terminals India (GTI) move towards a settlement over a 14-year tariff dispute. Under the proposed framework, the two parties will create an infrastructure fund of ₹286.55 crore to improve port facilities and refund ₹218.1 crore to users from surplus revenues. Contributions will be shared in a 65:35 ratio between JNPA and GTI. The agreement, brokered by the Conciliation and Settlement Committee under the Ministry of Ports, Shipping and Waterways, is expected to be signed before May 21, following directions from the Bombay High Court. The settlement reworks surplus calculations across multiple tariff periods using physical and financial parameters, aiming to balance user protection with fair returns for the operator. If concluded, it will bring long-awaited closure and set a precedent for resolving PPP disputes in the port sector.
