28 national highway assets to fuel infrastructure growth through asset recycling.

India Targets ₹35,000 Crore Highway Asset Monetisation in FY27.

India is set to accelerate infrastructure asset recycling with plans to monetise 28 national highway assets covering over 1,800 km in FY27, aiming to raise around ₹35,000 crore. The exercise is being led by the National Highways Authority of India, which has already identified priority highway stretches for monetisation. Among states, Haryana accounts for the highest number of assets, followed by Uttar Pradesh. Monetisation will be executed through a mix of public and private InvITs and the toll-operate-transfer (TOT) model, alongside selected BOT and EPC projects. Preference is being given to hybrid annuity model assets due to their lower capex risk. The initiative follows the government’s decision to allow sovereign wealth and pension funds to directly invest in greenfield toll-road projects. As outlined under National Monetisation Pipeline 2.0, highway monetisation between FY26 and FY30 is estimated at ₹14.42 lakh crore, with FY27 alone expected to generate ₹68,770 crore, strengthening long-term funding for national highway development.
