Long-awaited relief for eligible homebuyers as approved buildings without Occupation Certificates get a path to regularisation.

BMC Approves OC Amnesty Scheme for Mumbai Buildings Occupied Before 2016.

The BMC Standing Committee has approved an Occupation Certificate (OC) Amnesty Scheme for buildings occupied before November 17, 2016, offering significant relief to thousands of Mumbai residents. The scheme applies to residential buildings, hospitals, and schools with approved building plans, a valid Intimation of Disapproval (IOD), and Commencement Certificates (CC), but lacking OCs due to procedural or compliance delays. For residential properties, the benefit is limited to flats with a carpet area of up to 80 sq. m. (860 sq. ft.). Applicants, including cooperative housing societies, developers, and eligible flat owners, must provide proof of occupancy, such as property tax records or electricity bills. The scheme does not legalise unauthorised constructions or buildings that violate safety regulations; it grants OCs only for approved portions. The decision is expected to reduce legal hurdles, ease redevelopment, and provide long-awaited relief to middle-class and economically weaker families across Mumbai.
