India's Next Infrastructure Priority: Quality, Safety and Lifecycle Performance

As India celebrates 80 years of Independence, the Construction Federation of India (CFI) has called for a stronger focus on quality, safety, technical excellence, project preparation, and long-term asset performance as the country's infrastructure sector enters its next phase of growth.
M. V. Satish, President of the Construction Federation of India (CFI) and Advisor to the CMD of L&T Ltd., said India's infrastructure ambitions must focus not only on building bigger and faster, but also on building better, with quality, safety, integrity, innovation, and long-term performance at the centre of infrastructure development.
Building a Safer and More Resilient India
On the occasion of Independence Day, M. V. Satish highlighted India's infrastructure journey and emphasized the importance of creating a safer, stronger, and more resilient nation as the country progresses toward the vision of Viksit Bharat 2047.
He called for greater emphasis on quality, integrity, innovation, and engineering excellence across India's infrastructure ecosystem.
According to CFI, India's next phase of infrastructure development should aim to combine speed with quality rather than treating the two as competing priorities.
India's Infrastructure Growth at Scale
India is developing infrastructure at an unprecedented scale, with major investments and projects spanning expressways, metros, railway corridors, airports, ports, tunnels, and bridges.
Landmark engineering projects such as the Chenab Rail Bridge, Anji Khad Bridge, and Atal Setu demonstrate India's growing ability to deliver complex infrastructure projects.
The next challenge, according to CFI, is to make quality, safety, durability, and long-term performance consistent throughout the infrastructure lifecycle.
Better Project Preparation for Better Outcomes
Many infrastructure challenges can originate before construction begins.
Inadequate site investigations, incomplete utility mapping, weak Detailed Project Reports (DPRs), unrealistic cost estimates, and insufficient risk assessments can contribute to project delays, redesigns, disputes, and cost escalation.
CFI is therefore calling for stronger project preparation and greater emphasis on technical competence during the early stages of infrastructure development.
For complex projects, procurement decisions should consider technical capability, relevant experience, quality, and lifecycle value, rather than focusing only on the lowest initial cost.
The wider and appropriate use of Quality and Cost-Based Selection (QCBS) can help balance cost considerations with technical quality and long-term project performance.
Technology Must Strengthen Engineering Expertise
Emerging technologies are transforming infrastructure planning, construction, monitoring, and asset management.
Tools such as Building Information Modelling (BIM), Geographic Information Systems (GIS), LiDAR, drones, digital twins, and Artificial Intelligence (AI) can improve project planning, design coordination, monitoring, and maintenance.
However, technology cannot replace professional engineering judgement.
Poor-quality data cannot be corrected simply through AI, while digital models cannot replace physical site investigations. Technology must therefore be used to strengthen the capabilities of engineers, planners, construction professionals, and asset managers rather than replace their expertise.
Designing Infrastructure for the Full Lifecycle
Infrastructure should be designed and managed to perform for decades rather than being evaluated primarily on successful completion or inauguration.
CFI believes greater emphasis is needed on durability, preventive maintenance, structural health monitoring, climate resilience, and timely rehabilitation.
The actual value of infrastructure should therefore be measured not only by its construction cost but also by its performance over its entire operational life.
A lifecycle-based approach can help improve asset reliability, reduce avoidable maintenance costs, and strengthen the resilience of critical infrastructure.
Learning from Infrastructure Failures
Where negligence, misconduct, or non-compliance occurs, accountability remains essential.
However, infrastructure failures should also lead to a broader examination of the systems surrounding a project.
This includes reviewing:
- Design quality
- Site investigation
- Project preparation
- Procurement practices
- Construction supervision
- Quality assurance
- Inspection processes
- Maintenance systems
- Risk management
CFI emphasizes that every infrastructure failure should provide an opportunity to strengthen processes, identify systemic weaknesses, and reduce the possibility of recurrence.
Building Better Infrastructure for Viksit Bharat 2047
India has demonstrated its ability to deliver complex infrastructure projects at significant scale and speed.
The next challenge is to ensure that this capability consistently delivers infrastructure that is safe, durable, resilient, sustainable, and high-performing throughout its lifecycle.
CFI believes the entire infrastructure value chain must remain strong at every stage:
Better Data → Better DPRs → Better Design → Better Procurement → Better Construction → Better Inspection → Better Maintenance
As India moves toward the Viksit Bharat 2047 vision, the objective should not be to choose between speed and quality. Instead, the industry must work toward delivering both.
India has demonstrated that it can build big. The next priority is to build better—and build better every time.
