Noida Rejects Max Estates’ ₹67 Cr CIC Waiver

The Noida Authority has rejected Max Estates Ltd’s request to waive ₹67 crore in Constitution Change Charges (CIC) for acquiring the stalled Delhi One project in Sector 16B.

The charges stem from a new unified policy introduced in February 2024, which applies due to a complete change in shareholding after insolvency proceedings. Initially, Max sought a full waiver but later offered to deposit ₹22 crore (about 40%) in an interest-bearing account under specific conditions. However, the Authority maintained that full payment is required unless waived by a court or its board. Max, which took over the mixed-use Delhi One project through NCLT proceedings, had also settled with secured creditors and offered to pay Noida Authority ₹613 crore over three years—53% of its total dues. The Authority accepted this in principle but denied the CIC waiver. Max reserves the right to legally challenge the decision and recover the deposit if ruled in its favor.
