Gujarat Launches Inter-City TDR to Boost Urban Renewal

The Gujarat government is set to introduce a groundbreaking policy enabling cross-city Transferable Development Rights (TDR), creating the state’s first regional development rights market.

This inter-city framework will allow developers in one city—such as Ahmedabad—to use TDR certificates generated from another, like Surat or Rajkot. Traditionally limited within municipal boundaries, this shift aims to address urban challenges such as slum redevelopment, unused land repurposing, and optimizing transport hubs. The policy will include city-specific TDR rules, valuation methods, issuance and usage guidelines, and a robust monitoring system. Committees in each city will fast-track approvals and oversee implementation, while data analytics will identify optimal redevelopment zones. Inspired by Maharashtra’s model, special implementation guides will assist stakeholders. The move not only reduces government expenditure but also incentivizes private developers to participate in redevelopment, unlocking the potential of landlocked or underutilized spaces and driving sustainable urban transformation across Gujarat.
