PMGSY Goes Digital with e-MB and e-Billing Modules.
From Paper to Digital—Making Rural Road Development Faster, Smarter and Transparent.
The government has launched two digital modules—electronic Measurement Book (e-MB) and electronic Billing (e-Billing)—to modernise the road construction process under the Pradhan Mantri Gram Sadak Yojana (PMGSY). Developed by the National Rural Infrastructure Development Agency (NRIDA), the modules replace a paper-based measurement and billing system that has been used for nearly two decades. The new system digitally connects field measurement, verification, billing and payment, creating a transparent and traceable workflow from project execution to contractor payment. It is expected to reduce duplication, minimise manual errors and provide a reliable digital audit trail. The modules will also enable centralised monitoring of rural road projects and provide faster access to project-related data. Launched in 2000, PMGSY has so far facilitated the construction of nearly 1 lakh km of rural roads, connecting around 1.63 lakh habitations across the country. The initiative marks a major step toward technology-driven, transparent and efficient rural infrastructure development
