Goa Approves 2 MW Flexible Solar Rooftop Project for Panaji

The Goa government has approved a 2 MW flexible rooftop solar project for Panaji, adopting a zero-investment RESCO model to harness solar potential on buildings that cannot support conventional heavy panels. The installations will be undertaken by MAHAPREIT at three key locations: the new Panaji municipal market (609 kW), Kadamba bus stand (709 kW), and the Patto car parking area (781 kW). The project will operate at a tariff of ₹15.9 per unit, with a revenue-sharing arrangement for roof usage. GEDA signed an MoU with MAHAPREIT to implement renewable energy initiatives across Goa. The MNRE has also instructed all states to install rooftop solar on government buildings. However, many structures in Panaji are unable to bear the 22–25 kg weight of conventional panels, making flexible solar sheets the only viable option. The project is expected to partly meet the city’s solar energy needs and reinforce its status as a designated “Solar City.”
