VOC Port Hires Spain’s TYPSA for Fresh DPR on Mega Outer Harbour Container Terminal.                                                                                                                             

 VO Chidambaranar (VOC) Port Authority in Thoothukudi has appointed Spain’s Tecnica Y Proyectos SA (TYPSA) to prepare a new Detailed Project Report (DPR) for its ambitious outer harbour container terminal, after two previous attempts failed due to flawed structuring by IIT Madras’s NTCPWC. The ₹17,000-crore project aims to create a four-million-TEU capacity terminal through a Public-Private Partnership model, with a 45-year concession period. Earlier bidders had flagged unrealistic cost estimates for dredging and breakwater construction, which discouraged participation. This time, TYPSA will redefine the project’s scope and feasibility to attract investors and secure PPP Appraisal Committee approval. The plan includes a 10-year revenue share holiday and phased Minimum Guaranteed Cargo targets to enhance commercial viability. TYPSA’s appointment follows its recent win as consultant for Maharashtra’s Vadhvan Port, marking another strategic milestone in India’s push toward world-class port infrastructure.
